Conformity Assessment of Construction Products

Bureau Veritas provides assessment and control of construction products. A construction product means any product which is produced for incorporation in a permanent manner in construction works, including buildings, infrastructures, industries and civil engineering works.

Conformity Assessment Services – Regulatory Services

In several countries exists different regulation related to the commercialization of construction products.
These laws and the standards related to its, previewed rules and task for manufacturers of the construction products and for an authorized body.

Bureau Veritas is an authorized body at local and international level for the conformity assessment of constructions products.


The Construction Product Directive – CE mark

In the European Union, common standards exist for most construction products. These come under the Construction Product Directive (European Community Directive 89/106 EC) or CPD.


The CPD states that construction products commercialized in the EU must bear a CE mark.
Standards for each product are published in the Official Journal of the European Union (OJEU).

Bureau Veritas is an international Notified Body (NB) recognized worldwide as a Certification Body for the CPD.

The CPD is regularly updated and new standards are published every 6 months. Each standard contains an annex ZA, detailing several tasks for the manufacturer and for the NB (Bureau Veritas) in order to carry out CE marking.

Bureau Veritas is a Notified Body for a wide range of standards/products covered by the Construction Product Directive including:

Cement , Aggregates, Road Construction Products, Precast concrete products, Masonry products, Products related to concrete, mortar and grout, Geotextiles and Geosynthetic barriers, Chimneys and conducts, Membranes, Thermal insulating products, Structural metallic products, Fire detection products, Suspended ceilings, Circulation fixtures, Structural timber products, Wood based panels.


CE marking
The general basis of CE mark is:
• A Declaration of Conformity prepared by the manufacturer of the construction product
• A Certificate of Conformity issued by the NB (Bureau Veritas).
Once these documents have been produced, a manufacturer is able to put the CE marking on their product.

The CE mark demonstrates product or manufacturer process conformity to European Standards. It also helps to optimize manufacturing processes due to continuous monitoring. CE marking is not only an obligation, it is an opportunity to add value to a product.

Bureau Veritas is a partner to help manufacturers with all tasks under the CPD.  We inform clients of their obligations: standards their products must conform to if their products are subject to CE marking and the dates for when the CE mark becomes voluntary and when it becomes obligatory.


Conformity Assessment Services – Local Legislation

Bureau Veritas carries out assessments and certification to specific reference recognized at international or national level. For example, rules for ready mix concrete do not come under CE marking but are subject to national laws. Certain countries in Europe have their own rules for certain construction products where there are no harmonized standards. This is the case in Italy, Spain and other European Countries with rules governing structural products not already subject to European Legislation.


Bureau Veritas is recognized and authorized body in several countries to delivery the assessment and certification previewed by the national legislation.


Conformity Assessment Services – Not mandatory scheme


The strong competitiveness, the research of excellence, the need to demonstrate it, and the specific provisions of the contract are some of the levers that triggered the process of Certification of Products for the construction industry.

In order to permits and demonstrate all of it, the manufacturer needs to comply whit particular technical specification. These Technical specifications are in general standards edited by the national or international standard bodies (CEN, ISO).

These standards previewed a list of tasks for the manufacturer beside to the tasks for an Accredited Body as to assure the reliability and credibility of manufacturer process and/or values and characteristics declared and assessed.

For example the Fluid Piping Industry (Plastic, Cast Iron) are face to face on this affair and BV was creating the answer on this necessity. Bureau Veritas is an international Body recognized and accredited worldwide (IAF) as a Certification and Inspection Body for construction product.

Bureau Veritas performs sample testing and audits at manufacturing plants, as an independent third party. Satisfactory results enable the manufacturer to obtain a Bureau Veritas Certificate showing the technical data verified and certified..

Energy and Environmental impact of Construction Products

Construction product manufacturers are increasingly concerned about the environmental impact of their processes. Hence many are now introducing green schemes such as monitoring energy consumption during production, or using a certain percentage of recycled materials in their production methods. We can attest that the manufacturers’ environmental claims are true.

Our certification of construction products services evolve in parallel with changing legislation and client demand.

Bureau Veritas also conducts assessments according to manufacturers’ own technical requirements, for example, when they want to attest to energy consumption levels during production or require a certificate attesting to the use of recycled materials at a plant.
